FVDRA Meeting Minutes

Opening of Meeting (time) 7:01

Minutes of Prior Meeting (Kirsten)

○ Moved by: Nicole Sullivan Seconded by: Sarah Williams, Unanimously approved

Action item review

○ Kirsten reviewed the action items and all are completed with the exception of reviewing the 24-hour relay plan & budget, painting the interior of the outhouses which will be completed during the May 27th construction week, and review of the Smart Waiver App Stakeholder & First Nations Engagement (Kirsten & Margaret)

Yale First Nation update – representative

○ Steven Patterson has left Yale First Nation employment. Kirsten is waiting to hear back

from Chief Hansen regarding a point of contact.

BCORMA Spring Board of Directors meeting

○ Changed financial governance model to segregate duties;

○ Only three applications from dirt bike organizations for the BC ORV funding, 2 of the 3 are from FVDRA. Feedback was sought as to why so few organizations apply for funds.

Section 56 update

○ Rec Sites and Trails BC was moved from the Ministry of Forests, Lands, Natural Resource Operations and Rural Development into the Ministry of Environment. All Section 56/57 applications are on hold for at least 3 months until the new Assistant Deputy Minister is briefed as to the new portfolio.

Barrick

○ Nothing new

Cascade Lower Canyon Community Forest

○ Kirsten requested that Matt Wielick consider the condition of the Nickelmine FSR. He committed to doing so and confirmed that CLCCF installed the drainage swales across the road to protect it from washouts.

Membership Report (Margaret & Ann)

● March membership drive summary

○ 7 Singles, 10 families joined over March 2022

○ 17 Singles YTD, 24 Family Memberships YTD

○ We are seeing fewer memberships this year than last year. Weather may be a factor.

We will continue to advertise membership.

Communications Report (Kirsten & Nicole)

Maintenance Event summary (Jack)

○ Few have replied but should have a few people coming out that have confirmed, but

hoping for more.

Construction Weekend Poll summary (Kirsten)

○ Facebook Poll was set up so people could volunteer, with a poor response rate.

Finance Report (Sylvie)

YTD Performance against budget (Sylvie)

○ We are tracking well against the budget, with the exception being the low membership uptake to date.

○ Spent approximately $300 of BCORMA fundes to cover overspend of CLCCF Grant.

Grant update (Kirsten)

○ CLCCF actual spend to date - $9,111.88

■ Firepit deposit – scheduled for May completion

■ 12 picnic tables – 8 delivered, 4 in progress

■ 4 benches completed for delivery in May 2022

○ CLCCF committed to date – $11,581.88

■ Firepit balance (less $2,2250 contributed by BC ORV)

■ Crusher Chips ordered from Hope Readymix for May 30th, 2022

○ CLCCF Grant Awarded - $11,290.00

Trail Maintenance & Planning (Jack)

Trail Maintenance status

○ April 16th, 2022

○ Good feedback on t-shirts

○ Ken Dyck’s assessment of current state

○ About 10 people have committed to come to the first maintenance day. Volunteers have been signed up mostly through direct communication, as opposed to Facebook.

○ Road to Woodpecker Flats is gone;

○ FSR around Trail to Nowhere washed out and Ken and family marked danger as best as they could;

○ Bridge built at bottom of Wiener;

○ Sesame Street suffered some water damage and is a little rockier, needs drainage;

○ Trail Restoration status – no update

○ Bridge Trail

○ Campers Pampers

○ Hwy 99

Trail Signage status - BC ORV funding not approved yet

Grounds Maintenance & Planning (Kirsten)

Picnic table update

○ Staining / construction

○ Delivery (8 out of 12 have been delivered remaining to go in May)

Fire pit update

○ Delivery needs to be arranged

○ Jeff to pick up and deliver when ready for pick up

○ Douglas FIr trees ordered

○ Crusher Chips ordered for campsites

○ Major construction to begin May 27th, 2022 over 11 days

Request for volunteers to be made by Mid March

○ Dump wagon drivers (Darrell Peck, Scott Falez, Gord Andrew, Dave Thorne)

○ Skid steer donation & possibly operators (Dave Althaus, Avery Lundggren (pending))

○ Barbecue organizer for Saturday (Margaret Althaus)

○ Barbecue organizer for Sunday volunteers

○ Fire pit installation (during week)

○ Spread crusher chips in campsites (during week – Darrell)

○ Learner loop supervisor (likely Jaron Peck + 1)

○ Plant new trees (during week)

○ Clear decommissioned road to learner loop (brushing and raking hill)

○ Rental equipment and fire pit delivery on May 27 & return on May 29/30 (Glen / Shawn / Jeff James?).

Campground

○ Kiosk panel update – Plan is to print panel for CLCCF, Barrick and FVDRA and keep working with Chief Hansen to design the Yale First Nation panel

○ Outhouses bleached / staining planned for May 27 weekend
